Who We Are
Elaine is a founding principal at Moment Energy Insights and brings 15 years of experience in designing and analyzing low carbon electricity systems. Her expertise spans Integrated Resource Planning, resource adequacy, complex resource valuation, and clean energy policy design and implementation. Dr. Hart has driven innovation in resource planning and decarbonization strategy from within a major investor-owned utility and has assisted regulatory agencies, utilities, non-profits, and developers in understanding the challenges and opportunities presented by the transition to cleaner energy systems.
Elaine’s perspective has been shaped by her experiences across the West Coast – she was born and raised in Washington State, began her career in California working at the cutting edge of renewable integration and clean energy policy, and has spent the last eight years in Oregon focusing on utility planning and regulation. She is passionate about advancing the state of clean energy knowledge and expanding access to this knowledge to the communities and organizations that seek a cleaner and more just energy economy.
